Problem with KB4499164
Error Code 8000FFFF
System Update Readness Tool (KB947821) did not help
SFCFix did not find any problems

I think my problem is very similar to that topic Windows 7 x64 - Error 0x8000FFFF while installing updates

But no solution was found there.
Should I log installation process with ProcMon?

niemiro in private message adviced me to try install latest Servicing Stack Update (regardless of whether you think it is already installed).
I installed kb4490628 by msu file sucessfully.
And then KB4499164 appear to installs fine:


That issue resolved by niemiro
