Hi coolvibeguy. :welcome:

You can download the windows 8.1 iso (click) from Microsoft.com and use the disk (after you burned the ISO into it) to boot your machine.
Then from it you can choose the same options: in your case the system restore.

If your machine is OEM, you can still use that cd just for the recovery options (I don't think/I'm not sure you can use it to re-install windows 8.1 without a retail license key: the OEM license key shouldn't work...).

I remember when I installed windows 8, it gave me the option to create an USB key for recovery purposes and it contained also the PushButtonReset image (i.e., the image windows 8 will use for its reset function).
The same PBR image could be in your hard disk in a special partition.

Unfortunately, when we change the partitions structure (enlarging or reducing partitions), it seems windows 8/8.1 isn't able anymore to reset the machine at its default configuration, after it was installed. At least, this happened to me and I thought that actions were the culprit.
But I could be wrong.

Hi Xilolee
Thanks for taking the time to reply. Could I clarify a few things. My pc is a tablet laptop hybrid and although it's band new it was probably built 2013. There is no CD ROM. But it does have full size USB2.
I have downloaded the 8.1 32bit file. Perhaps I should have chosen the 8 32 bit instead? Any ways I not sure where to from here. As I did try going into safe mode chose recovery from image, but the warning was "file not for this Pc". I tried using UEFI but I'm not sure what I'm exactly ment to do. One more thing the USB has other files on it. Is it necessary that the USB only have the windows 8 or 8.1 file.

Regards

The Win8.1 iso should be burned to a cd.
I'm not sure about the procedure to put it in a usb key, and to make it working, but I'm almost sure the usb key should be blank.
Then you should start your machine using the windows cd or the windows usb key.
