Latency problem after xperf and new nvidia driver

Much thanks in advance.

I am running Windows 7 (64) and am having a huge latency issue 100% of the time). I ran an xperf and the results showed a large spike on nvlddmkm.sys (Actual Duration 688):

I downloaded and installed the new driver from Nvidia, and restarted my computer, but the latency problem is still there 100% of the time. Any ideas?
 
I wanted to add a few more screenshots from DPC Latency Checker and LatencyMon:

I also performed a Windows Memory Test, which found no problems. In addition I made sure Windows Update had everything up to date.

Any ideas?

Also, the DPC Latency Checker is all over the place. It can go for several minutes spiked above 16000ms, but I've also had a stretch or two of 1-2 minutes with everything under 1000ms. Here is another screenshot:
