Latency issues on a brand new PC are slowly killing me from the inside...

Hey everyone. I want to thank you in advance for taking the time to read this post.

Things I've tried so far:
-Changing GPU's
-Pretty much all relevant BIOS settings for CPU
-Pretty much all relevant system CPU settings like core unparking and the other ones
-Uninstalling malwarebytes
-Taking out the audio interface
-Taking out ethernet
-Taking out Wi-Fi
-Turning off High Precision whatever the **** in system settings
-Those scan and checkhealth commands in cmd
-More stuff I can't even recall at the moment like changing some stuff in sys reg

Here's the deal: Built a new PC, all parts bought brand new. At first the system was running with intel's iGPU but now I changed it to a RX 6600 and the issue persists. At first look everything seemed to work fine and great but soon enough the stutters appeared. I think I've gotten it to a point where it's better now but at first it was just something that would randomly happen, when browsing the web, especially when I have multiple programs open. The mouse would just freeze in place, I would check latencymon and either a shit tone of hard pagefaults happened at the same time (for no immediately obvious reason) or a driver was doing super high DPC routine execution times. Everything *feels* smoother since I've gotten the new GPU but I almost think the latency in FL studio is worse at times. Like playing a song and it having a shit tone of underruns and basically being unplayable at pretty normal latency settings (2048ms with scarlett solo). I can play some songs but for ones with more tracks and FX it's starts creating underruns and it's unlistenable. For some reason ASIO4ALL2 also enables me to go with a lower latency?? But this is not a topic for that. Another thing I think is pretty important to mention is that I saw these stutters happen in BIOS too. My monitors are super old and I'm using VGA>HDMI and DisplayPort convertors so one of my guesses is that it might be shitty super old monitor drivers. I just want to make music. I'm tired of troubleshooting this fucking shit. Please help me. I have done everything as instructed in the main post, read below:

  • What was original installed OS on system? - Windows 10
  • Is the OS an OEM version (came pre-installed on system) or full retail version (YOU purchased it from retailer)? Downloaded bootable windows through Microsoft Store
  • Age of system? (hardware) Everything is brand new except GPU, but like I said before it's not a GPU issue
  • Age of OS installation? 2 weeks
  • Have you re-installed the OS? No
  • System Manufacturer? Me
  • Laptop or Desktop? Desktop
  • MotherBoard - AsRock Steel Legend Z790
  • CPU - i5 13600k
  • RAM G.SKILL Ripjaws 6000mhz 30CL using slots 2 and 4
  • Video Card - Sapphire AMD Radeon 6600
  • Power Supply - Corsair RM750x
  • Is driver verifier enabled or disabled? Don't know
  • What security software are you using? (Firewall, antivirus, antimalware, antispyware, and so forth) Windows firewall and Malwarebytes (I've tried uninstalling it and issues persist)
  • Are you using proxy, vpn, ipfilters or similar software? Not atm
  • Are you using Disk Image tools? (like daemon tools, alcohol 52% or 120%, virtual CloneDrive, roxio software) Don't think so
  • Are you currently under/overclocking? Are there overclocking software installed on your system? I'm not. I have intel extreme tuning installed.

Is your BIOS updated?

Is your SSD firmware updated?

Are ALL 3rd party drivers (non-Microsoft) drivers updated?
- video
- audio
- wifi
- Ethernet (whether used or not)
- others...

I don't know how much I'll be able to help here.

1. I assume that you built the system yourself?
2. You posted that your version of Windows 10 (upgraded to 11 -?) was "...Downloaded bootable windows through Microsoft Store."
3. Given #2, is it a full retail version?
4. Did you purchase Windows for prior system and contain a keycode? (VERY important)

Hi,
some tips for eventually narrowing down the reason:
Remove all unneeded external devices. Some USB device may have created some kind of circuit.
Check in task manager (extended view), if there is something hogging up CPU or in resource manager for overboarding disk activity (and figure out which process).
You can also try to remove suspicious hardware components from Device Manager (including drivers) and check, if one of those steps is improving the overall performance.

Factory reset of Bios and if available a Bios update may also help sometimes.
Use a monitoring tool like SIW to monitor the component temperatures.
