Latency Issues Causing Pops and Cracks

So, I noticed that when I would play music using ANY application while browsing the internet with ANY browser, I would get intermittent pops and cracks. I have spent over 10 hours researching this issue over several days and I have only been able to minimize the issue slightly. I am attaching several documents as requested in a post about required info when posting. I did not go through all the steps as it started to go beyond my skill level. I hope this is enough for someone to help me identify my issue and fix it.

As an FYI, I also stream on Twitch using StreamElements OBS Live! Opening this application causes the majority of the latency spikes while LatencyMon is running.

All drivers have been updated.

Could you please upload the .nfo version of msinfo32? It's much easier to read.
