Laptop fan spins slowly

Laptop in question is Asus K72dr (motherboard rev3.0). Idle temp is 65-70c. CPU fan rotates very slowly or not at all. Is there any way to force it to spin faster? Some driver or software or by removing some sensors from motherboard would it be possible to increase fan speed?
Bios and all drivers updated, doesn't help. Fiddled with Speedfan program all options, no help. Bios has no option to change fan speed. Changed 3 different fans to computer, no luck, one fan did not spin at all.
It seems that cpu fan does not react to rising temperatures in the system. OP is Win7. OP reset to factory settings, no help.

You replaced the CPU fan 3 times? Why? Did the first two die too? Are the replacements OEM and/or of the same specs as the original?

Notebooks are notorious for heat problems and one of the issues is they cannot easily be opened up by "normal" users for proper cleaning out of heat-trapping dust. But it is still worth trying.

If you have not changed any of the BIOS settings, and 3 fans fail to spin, and the interior is clean of heat trapping dust, then I am afraid this is a motherboard problem.

Is the notebook shutting down or throttling back in speed due to heat?

You may need to settle for a notebook cooling pad.
