KB5027225 Download error - 0x80073701

Hello! I'm unable to install the following update:
2023-06 Cumulative Update for Microsoft server operating system version 21H2 for x64-based Systems (KB5027225)
I received this error:
Download error - 0x80073701

This is what I've tried so far:

• Ran "sfc /scannow" and it found no integrity violations.
• Ran "Dism /Online /Cleanup-Image /RestoreHealth" and the operation completed successfully.
• Deleted everything in C:\Windows\SoftwareDistribution, then attempted to reinstall update manually with .msu file.
• Ran SFCFix and it detected no problems. (Attached log to this post)
• Rebooted server between each step listed above.
