Fails to install from Windows Update, WUSA or DISM AddPackage:

I then tried to re-add the KBs to the image that KB5023788 superceeded (3199209, 4013418, 4049065, 4465659). No errors. But when attempting again to add
KB5023788 that failed in the same way.
Based on this thread which describes a solution to the "Changelist shadowed" and 0x8007371b error in CBS.LOG, I checked the relevant registry entries, such as:
However, as you can see there is no mismatch of the version value in (default). SFC /ScanNow and Dism /Online /Cleanup-Image /RestoreHealth also fail. I have also tried using a ISO as dism repair source, and a normal Windows 2016 installation as a dism repair source with no success.
A secondary problem is that the system also experiences a Stop Code 0xc000021a unless I disable driver signing from the F8 boot screen, which is why I was trying to add the update to the image directly instead of using dism.
