[SOLVED] KB4549951 - Error 0x800f0986

Would it be possible to upgrade to 1909?

Did you happen to manually remove some of the built in apps, specifically the Microsoft Connect app?
 
No, there are no offer to upgrade to 1909.
Yes, I removed PPIProjection from install.wim 1903 version.
Now (after this 0x800f0986 error) I reinstalled it (copying to Program Files and registering by Powershel), but the update error still persists.
 
I see. The removal is the cause of the error, try using the upgrade tool here ( Update Now button ) to install 1909 on one machine as a test: Download Windows 10

If that works, create installation media with the other tool on the page, then upgrade the rest of the machines as well.
If if fails, zip and attach C:\$Windows.~bt\Sources\Panther\SetupAct.log with your reply.
 
Great! It works for most machines (after "reinstalling" PPIProjection). But there is one machine where the update is completed, but after a few restarts everything goes back.
There are logfiles from Panther folder.

Looks like that one may have failed migrating the Windows Sidebar settings.

Try renaming the Windows Sidebar folder in C:\Users\Administrator\AppData\Local\Microsoft\ to something like Windows Sidebar.old, then run the upgrade again.
If it fails, zip and attach the SetupAct log.
 
That log looks okay, at which stage did it fail and did it give an error message and code?
 
In fact, I don't know what happened.
I ran this last upgrade on Remote Desktop and after rebooting and logging in there was still a 1903 version.
On the second try (locally) it worked well.
It is a great work you're doing instead of Microsoft.
