kb4534271 Fails to install (either from WU or Catalog Package) - Windows Server 2016

I've been struggling to get kb4534271 installed for some time. DISM was broken for a while, but Sysnative helped get that up and running. Still, this update fails to install after reboot. I've been able to manually install some cumulative updates, but those after KB4494440 have failed to install too.
After numerous tries, DISM now faults w/ an out of space error.

As always, your help is appreciated. This is a critical patch, and I'm mystified why it's being so tricky to install.
