KB4471318 not installing with error 800004005.

First step look good, but after reboot, installation fails and rollback.

#2 SFC Scan -> Nothing.
#3 SURT/DISM -> OK
#4 SFCFix -> Nothing
SFCFix version 3.0.1.0 by niemiro.
Start time: 2019-01-02 14:12:19.442
Microsoft Windows Server 2008 R2 Service Pack 1 - amd64
Not using a script file.
