KB4471318 Failing (Win7x86 WSUS)

I have an enterprise environment where several hundred PC's are failing KB4471318 with code: 80070002
Updates are being sent via WSUS

I have tried resetting windows update components
Running SFC
Stopping wuauserv and deleting softwaredistrubution folder
Running Windows Update Fix for Win7
Rolled back recent updates and attempted install of KB4471318

So far nothing has worked. Below is a one drive link containing

Hello and welcome! Could you please make your files public with no sign in required? I would also recommend using something else, because OneDrive has had issues with large files lately.
