What Fails?
September 2018 .net as well as security roll-ups - both, no matter what the install order or number of tries.
See the yellow highlighted KBs below

Misc Info:
I have installed the servicing stack update v2 of 2018. No progress.
SFC /scan did not find any problems
SFCFix does not report any problems
SystemUpdateReadinessTool (made in October 2014) reported something about avast. I uninstalled Avast altogether. No difference.
September .net framework rollup is also failing the same.
The list for installed hotfixes, according to sysinfo.exe (run in command prompt) is :

Then I uninstalled AVAST anyway. Ran the updates. No Luck.

Finally, I tried to install just the .net September roll up. No luck. CBS logs go below :

  • My installed .net framework 4.5 version is mentioned below, checked via appwiz.cpl

  • I have observed that i had an empty folder named "4.0.30319" in "Framework" as well as the "Framework64" dirs, found at base path "C:\Windows\Microsoft.Net"
Apparently, .net 4.5 files were deleted somehow or purged by file system checks.
  • I opened services.msc and tried to start the ,net related services. Received these errors (only text of dialog box pasted):

  • I ran dotNet cleanup tool as well as the verification tool from MSDN
  • I ran dotNet repair tool from Microsoft
  • Now theres no 4.0.30319 folder at C:\Windows\Microsoft.Net\Framwork OR C:\Windows\Microsoft.Net\Framwork64. Regrettably, I am unable to install .net frameworks using offline installer (ver: 4.5.0 , 4.5.1 etc) as it would say its part of windows and just turned off. I have tried to toggle it (only .net entry there is 3.5.1 as always) from add/remove features panel, just as it asked. No progress. The failed install screen looks like this :

The dot net framwork related updated offered to me via windows update is still failing. Its mentioned in my very first post. However, the originally failing 09-2018 windows monthly rollup is installed successfully. I cant tell at which stage did it go through though.
 
Correction: The windows security monthly roll up installations are still failing. Actually, due to newer months, the rollup being offered changes to the latest. I thought previous ones got installed - and i was wrong. They are certainly stuck due to .net framework issues. And issue simply is missing folders as I said last time

I have already attached CBS log files in first post. But I believe my problem is just missing 4.0.30319 folder at C:\Windows\Microsoft.Net\Framwork OR C:\Windows\Microsoft.Net\Framwork64

Windows thinks (maybe registry stuff?) that i have installed that framework version 4/4.5 and I know I have because it appears in installed list. Just the files apparently have vanished. How can i bring those files back ? Thats all it should take to let me install .net updates.
 
You have attempted the install and therefore I have not seen the logs after that attempt. Not to mention that it has been a month since we last spoke. Therefore I cannot comment on anything until I have seen the log files.
 
I have not tried installing any windows updates since. I am just concentrating on rectifying .net framework environment first. I tried standalone .net framework 4.7 installers and updated my previous post with the failure logs.
I will be able to upload CBS log only tomorrow. Computer is not available right now.
