KB4054518 - Can't install update

Hello - my Win7 system has repeatedly failed to install KB4054518. It fails every single time and I've tried running the Windows Update Troubleshooter (still failed; unable to fix), tried to manually install the update (still failed) and downloaded the SSU directly from MS (still failed).

I've also tried to uninstall KB:4054518 but I get the error Installer encountered an error:0x80070490. Element not found.
