[SOLVED] KB3191566 installation failure on Windows7x64

Greetings!

my problem is the failure of installation of this package which contains the Windows Management Framework 5.1, which is needed in order to have an upgraded Powershell from version 2 to at least 5.
if I get the Powershell updated to version 5 or 7, I will be able to continue installing a Mobile Web Desktop framework "Flutter" with "Dart" programming language.
I also have other issues like : the "turn windows features on or off" is a blank list. I tried to fix with checking in Services a windows Module Installer service, stopping and running it again but still nothing shows.
I have seen a similar solved thread [KB3191566] but figured that the fixes are customized.
I have run the demanded scans shown on this website. I have installed a demanded package that one that lasts several hours to complete, watched a Lupin the third movie and came back waited sometime more and finished.
I thought it will enable the 'RestoreHealth' command under dism/ online/ cleanup-image. But didn't. I mean I wonder if I have done everything correctly.
All hopes for a Solution :ยด)

The "Turn windows features on and off" Blank list is now [SOLVED], before computer reboot.
The main [KB3191566] failure is now [SOLVED] and that happened after computer reboot.

when I try disk feature "Cleaning Hard Drive" it somehow stucks in "windows update".
the free empty size of my SSD seems somehow to shrink and release without a reason.
how would you recommend that I try to clean my disk from unnecessary files?
specially that I have installed the [KB947821] recommended by niemiro before opening this new thread,
and it is a quite big file took long time to install. What is it and Do you recommend that I get rid of it? If so, how to do so?
