[SOLVED] KB3071756 x64 Won't Install - Appears to be preventing Windows 10 Upgrade

Hello -

I am running Windows 7 64 bit Home Premium SP1 and am scheduled for a Windows 10 upgrade. All current Windows 7 updates are installed except KB3071756. I get error code 8007054F after each attempt. I have tried numerous times, after various treatments and fixes i.e. WindowsUpdateDiagnostic.diagcab, MicrosoftFixit50123 and most recently Windows6.1-KB947821-v34-x64.msu (see attached log for this last hotfix).

I believe that the Windows 10 upgrade fails because not all W7 updates are current/installed...

Any and all assistance, ideas appreciated...

That directory (C:\Windows.~bt\Sources\Panther\) does not exist on my computer. Attached are the only instances of the log files (SetupAct.log and SetupErr.log) that exist.

I tried the Windows 10 installation with the Media Creation Tool: Installing Windows 10 using the media creation tool - Windows Help and it too failed.

Attached are zipped files requested: C:\$Windows.~bt\Sources\Panther\SetupAct.log and SetupErr.log

Also, a screen shot of the failure message from the Media Creation Tool install

  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    chkdsk /f

  4. Reboot
  5. Download ListChkdskResult.exe (by SleepyDude) from the link below:

  6. Double click on it to run it. It will take a few seconds to scan, then it will open a Notepad window with the log. Copy and paste the contents of this into your next post please!

Looks like it's failing to apply some updates to the Windows 10 image.

Let's try this:

Run Windows Repairs

  1. Download Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...

  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

  6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  10. Please click the Unselect All button and then click to enable only the following ones:

    14 - Remove Temp Files
    17 - Repair Windows Updates

  11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

  12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.

SFC Scan

  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt

  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

Try running the upgrade via the Media Creation Tool again, do not check the box to download updates during installation.
If it fails again, attach the SetupAct and SetupErr logs again.

I was unable to run the upgrade via the Media Creation Tool without downloading updates during installation. I attempted multiple times, using varied methods (i.e., running different tools such as Windows6.1-KB3071756-x64.msu, MicrosoftFixit50123.msi, WindowsUpdateDiagnostic.diagcab, stopping WUAUSERV, clearing/renaming SoftwareDistribution, restarting WUASERV in various order) to see if if the Media Creation Toll would then ask me about updates - it never did, it just charged on through with an attempt to upgrade to W10 and failed each time around the same place.


The attached SetupAct and SetupErr logs are from my last/most recent attempt.

Sorry, I should have explained what I meant.

You will need to either create and burn the ISO file or a Windows 10 flash drive using the Media Creation Tool, then run setup from the flash drive or DVD that you created.

One of the options during the first couple steps of the installation will be a checkbox with something along the lines of download updates during installation, make sure that this checkbox is not checked.

The upgrade to Windows 10, using a DVD, was ultimately successful. There were other issues with drivers and such, but the system is now reasonably stable. A word to anyone doing an upgrade: have a wired keyboard and mouse. I have a bluetooth connected keyboard an mouse and this made things much more difficult.
