[SOLVED] KB2919355 not Installing, 0x80240017 on Microsoft Visual C++ 2015

I Need Help!

i've tried installing the windows update several times, it all Started when i tried to play "Space Engineers" and received a .NET Framework error (something along the lines of "you gotta install .NET Framework 4.6.1") and while trying to install the .NET Framework 4.6.1, the installation was cancelled just to ask me to install the "KB2919355", Which won't install (Any Windows update will pretty much not Install)
I Tried several Solutions, and none of them worked, most of them Related to the KB2919355 or the ones that come after it (generally speaking, all of the solutions just lead to "Your computer is not compatible") and after a long time of trying, i just gave up.

But now, a few months later, i tried to play another game "Life is Feudal: Your Own" and the game installed the VC_Redist, but then proceeded to just not Execute.

While trying to execute the game directly from the folder, a box appeared, informing me it couldn't execute the game without the "api-ms-win-crt-runtime-l1-1-0.dll"
So i tried to install the version of the Microsoft Visual C++ 2015 Redistributable "14.0.23918.0"
which gave me the error "0x80240017"
i followed some of the steps of this video How to Fix Microsoft Visual C++ 2015 Redistributable Setup Failed error 0x80240017 - YouTube

Which were basically running Troubleshooting in Windows update and

"Press windows key + X,click Command prompt (Admin).
Type net stop WuAuServ.
Click Start, Run, type: %windir% and press Enter.
In the opened folder, rename the folder SoftwareDistribution to SDold.
Click Start, Run, type: cmd and press Enter.
Type net start WuAuServ."

And nothing worked in the end, the problems were told to be Solved, but persisted.

i'm not very good with computers, i'm from Brazil, and my computer is a Notebook.

my Computer has Windows 8.1 Pro, System of 64 bits, x64, with a "Intel(R) Core(TM) i7-3630QM CPU @ 2.40GHz 2.40 GHz" processor, and i have it for about 3 Years. its HD stopped working once and we had to change it, it was Formated a few times.

I Need Someone's Help, i'd be Really Happy with Any Help at all.
