[SOLVED] June Cumulative Update (KB5039227) fails on Server 2022 with error 0x8007000d

Both the May Cumulative update (KB5037782) and now the superseding June Cumulative update (KB5039227) both have failed on a Server 2022 machine with 0x8007000d. I get the same error message when running the updates from downloaded msu file from the catalog. I tried renaming the softwaredistribution and catroot2 folders before discovering this forum. I've run sfc /scannow which came out clean and Dism /Online /Cleanup-Image /RestoreHealth which also was clean. The Component Scanner also came out clean. The zipped CBS folder is too big so I'm linking from WeTransfer. Hoping someone here can assist. Thank you!

After the July Cumulative update KB5040437 failed with 0x8007000d as well I did an in-place upgrade of the server in an attempt to repair it. I chose to "Download updates, drivers, and optional features (recommended)" during the install and keep files and apps. The in-place upgrade would fail with a BSOD after reboot "Driver Verifier DMA Violation". On logon I would see "We couldn't install Windows Server. We've set your PC back to the way it was right before you started installing Windows Server. 0xC1900101 - 0x20017. The installation failed in the SAFE_OS phase with an error during BOOT operation." I then did the in-place upgrade without downloading updates and drivers and the upgrade succeeded. I was then able to install the July Cumulative update successfully.
