it sounds dumb, but it's a legit question... have you tried uninstalling and reinstalling at least chrome? My brother has a similar issue once and reinstalling seemed to fix it.

Yep. This was the first thing I did including deleting all chrome related stuff from the appdata and programdata folders. I also tried disabling and enabling IE from the windows features menu.
Forgot to mention, both SFC and DISM found no errors.

I have thought about uninstalling KIS 2016? I did disable the firewall to see if it was blocking either program but it wasn't.

If you are running Malwarebytes Anti-Exploit, or the release build of the new Malwarebytes 3.0 (3.0.4) there is a clash with Kaspersky which causes this. It's fixed in Malwarebytes 3.0.5.

I installed MBAE when I re-imaged their PC. It was working fine with KIS but I will remove it tomorrow and see if it resolves the issue. Thanks.

Success! Removing MBAE resolved the issue. Does this indicate that KIS incorporates a similar from of protection?
Many thanks.
