Intermittent latencymon spikes/audio pops/lagginess

Hello. I've been dealing with a terrible problem between 2 different PCs likely involving latency and other strangeness. This new build I have is an i9 10900k RTX 2060 with an ASUS ROG z490 - e Strix motherboard. I noticed immediately upon starting windows that the system did not feel as responsive as it should. Pages and applications that should start at about the instant I click them take about half a second to actually show up. I checked latencymon and for some reason there is a spike at highest measured interrupt to process latency at around 760-790 us that happens intermittently every few minutes for no reason. Sometimes the highest reported DPC execution also goes to ~770 us and either shows up as ndis.sys or storport.sys or ntsokrnl.

Before having the z490-e motherboard, I switched from a Gigabyte Z490 VISION D(which I preferred) and the problem still existed which leads me to believe that either there is some form of driver conflict, or maybe an extremely rare case of improper grounding? Maybe the router? I also changed GPUs from a 1660ti to my now brand new 2060, issue persists. Here is a latencymon report that I ran for 17 minutes with the system relatively idle (couple tabs open on chrome). And I will also drop the report.
