IE11 failing to install

Organization of over 10,000 PCs. Have migrated majority of PCs from IE9 to IE11. I have a few that refuse to upgrade to IE11. So refuse to upgrade to IE10. Common thread is they all fail on file not found. Specifically, from the CBS.log

Error in cbs.log

Whereas the manifest file shows another version value, that version directory doesn't exist in the winsxs folder. I believe this is where the problem lies. I have run sfcfix but it finds no errors. I have attached the CBS.log file for those interested.

Here is hoping someone else has run into this problem, and has a solution, other than reinstall.

OK done it but still failing on the version of memoryanalyzer. See attached two zip files.

Looks like this file is from KB3008923.

FYI ran IE install afterward and still received the same error message. See attached.
Although the path is correct and the dir has been created, the installer still reports file not found.
I will run a chkdsk to ensure there is nothing wrong with the HDD, but believe all is clear on that front.
Strange ... and frustrating!

Let's try this:

Reset the Windows Update Components using the Windows Update Troubleshooter: https://support.microsoft.com/en-us/kb/971058

After the Windows Update Troubleshooter has completed, disconnect your computer from the network.

Lastly, run the IE11 offline installer downloaded earlier to install Internet Explorer.

If it fails, attach IE11main and cbs.log with your reply.
