I have been recently trying to upgrade several workstations from IE9 to IE10. While most of them took the update without any issues, several have failed to install. I have tried several Microsoft solutions to no avail.

Hi and welcome to Sysnative. Sorry for the delay. If you are still in need of assistance, let's work with just one machine and please do the following.

SFC Scan

  1. Click on the Start
    Start%20Orb.jpg
button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow

Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt
  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

Thank you. One more log please.

Step#1 - System Update Readiness Tool (SUR)
1. Download and run the following file.
2. When it asks you if you wish to install, please answer yes. Note: It could take 15 minutes or more to run. Please don't cancel.
3. You will get an Installation Complete screen when it's done running.
4. Please attach the log from the following location. C:\Windows\Logs\CBS\CheckSUR.log
Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

Thanks. Before we begin, is there a reason you don't want to upgrade to IE11? Is there a reason you are trying IE10 instead of IE11?

Yes, I have several programs that are not yet compatible with IE11. Right now I am making the migration from IE9 to IE10.

Thanks for the info. Let's get started. Please do the following. Please let me know if you have any questions.

Step#1 - Ensure all Prerequisites are installed

1. Please go to the following website and verify that all of the five prerequisites are installed.
https://support.microsoft.com/en-us/kb/2818833/en-us

Step#2 - Attempt IE10 install/Collect Logs
1. Download the IE10 offline installer from here and save to your desktop.
2. If it fails to install, then please zip up and attach the following logs.
C:\Windows\WindowsUpdate.log
C:\Windows\Logs\CBS\CBS.log
C:\Windows\IE10_Main.log

Thanks. I see the issue.

Code:
00:51.340: INFO: Installing with the downloaded package. C:\Windows\TEMP\IE12843.tmp\IE10-neutral.Downloaded.cab
00:51.340: INFO: Launched package installation: C:\Windows\System32\dism.exe /online /add-package /packagepath:C:\Windows\TEMP\IE12843.tmp\IE10-neutral.Downloaded.cab /quiet /norestart
01:01.902: INFO: Process exit code 0x00000002 (2) [The system cannot find the file specified. ]

Let's see if this resolves it for you.

Install IE10 Manually
1. Please download IE10.zip and save to your desktop.
2. Right-click on IE10.zip and select Extract All...
3. Keep the defaults and click the Extract button. You will now have an IE10 folder on your desktop.
4. Click the Start button and type cmd.exe in the search box. When you see cmd appear in the search results, right-click on it and select Run as administrator. If prompted with a User Account Control dialog answer Yes.
5. You will now have a command-prompt open. Copy and paste the following line into the command-prompt and hit enter.
dism /online /add-package /packagepath:%userprofile%\Desktop\IE10\IE10-neutral.Extracted.cab /norestart

6. It should begin to install. If all goes well you will see "The operation completed successfully." at the end. It will look similar to the following.

Code:
Deployment Image Servicing and Management tool
Version: 6.1.7600.16385
Image Version: 6.1.7601.18489
Processing 1 of 1 - Adding package Microsoft-Windows-InternetExplorer-Package-To
pLevel~31bf3856ad364e35~x86~~10.2.9200.16521
[==========================100.0%==========================]
The operation completed successfully.

If it was successful, reboot your computer and you should now have IE10. If not, let me know.

Thank you. Please do the following.

Thank you. I'd like to get a Process Monitor trace. Please do the following.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Follow my previous steps on manually installing IE10.
3. Stop Process Monitor as soon as DISM fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.

Thank you. That provided more information. I would like to check your COMPONENTS hive before providing a fix. Please do the following.
Code:

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to SendSpace and just provide the link here.

Thank you. That's what I expected to find but needed to verify. The Process Monitor log showed that the f! mark was missing from x86_microsoft-windows-ie-ieproxy_31bf3856ad364e35_10.2.9200.17377_none_b203fcf00292a6b0

I think this is the reason that your system is saying it can't find the file. Let's try adding the f! mark in. Please do the following.

Step#2 - Install IE10 Manually
Please install IE10 manually using my previous steps. If it doesn't install please zip/attach the current CBS.log.
