I could not able to use full GPU while playing games and CPU is used 99 - 100% and GPU goes only to 0-3%

Has the game in question been designed to use the GPU or CPU? Is there any configuration settings? Some games allow you to use the GPU but default to the CPU.
 
I am playing GTA V.....and it must use GPU as needs graphics card for much extent but as game starts and while the gameplay GPU does not goes up and remains between 0-4 percent.....I dont know about game configuration settings but GTA V requires Graphics card......I don't know much about this....
 
Does this issue only occur with GTA V? Only because a game requires a GPU, it doesn't mean that it has been optimised to use it. It seems that many people report GTA V using at least 70-80% on high settings, which is to be expected to be honest.

Have you ensured that you have latest drivers for your graphics card?
 
I only have GTA V so don't know about other games.....I have tried updating drivers of graphics card but not getting correct file for upgrading.....may be this can be the issue.....now what to do next?

What do you mean?

I've just noticed the computer specifications; could you also provide the model of your computer? I find it difficult to believe that you're playing GTA V with only 4GB of RAM?!
 
I suspect that GPU is on the die and shares the job with the CPU and shares that 4 GB of Ram as well.

GTA V minimum requirements:
  • OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1
  • Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
  • Memory: 4GB
  • Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)
Keep in mind the above requirements are the minimum...

I am not saying this to belittle you in any way but it's a fact, your CPU is under the minimum.
 
I know my PC is low end to play this game but I am paying it in low graphics, is there any chance of damage to system because i am playing a big game on small PC? Model - HP 15ay019TU

No, not unless you've been experiencing any overheating?

Now I came to know the real issue that GPU is randomly coming to 0-3 percent then 80 percent but it's not constant.

That's normal. The real issue here is that your laptop isn't designed to run games like GTA V unfortunately.
