Hi all,
I tried to do enable local debugging for that is use option bcdedit debug on. After reboot system is hanging in boot time. I tried all option through command bcdedit not available. In windows 10 I am not seeing option for safe boot, startup menu missing. Is it possible to debug with other laptop without mentioning debugging type(serial, 1394, network etc) ? Since I didn't mention debugging type

Usually turning your system on and off three times during the boot sequence will force it into recovery mode where you can access a command prompt or other startup options.

Yeah philc I am to go to command prompt from recovery option, but unfortunately bcdedit is not working following is showing on command window"boot configuration data could not be opened" so I am unable to make debug off.

Sounds like you will need to use a recovery disk and boot from that to try repairing your drive. Refer to the Microsoft documentation for how to use boot identifiers.

BCDEdit /bootdebug - Windows drivers
Thanks philc I am able to go reset option from recovery .. and did reset pc . Now I am able boot.. how to debug locally using Windbg. Just to view some kernel data structures for learning purpose?

That's good news!

We are soon to launch a series of teaching modules to help with WinDBG debugging so keep a look out for when we announce this. If you are interested let me know and we can ensure you are included.
