Horrible stuttering in games

I'm facing horrible stuttering on my pc. Noticeable while playing games.

• Age of system? (hardware) - 1 year for motherboard,2 years for ram and 1-2 years for other components
• Age of OS installation? - 2 months
• Have you re-installed the OS? - No
• CPU - Intel I5 9400f
• RAM (brand, EXACT model, what slots are you using?) - Corsair Vengeance CMK8GX4M1A2400C16R 16gb (2x8gb) Dual Channel
• Video Card - GTX 1660
• MotherBoard - (if NOT a laptop) - Galax H310
• Power Supply - brand & wattage (if laptop, skip this one) - ANTEC EARTHWATTS GOLD PRO 750W
• Is driver verifier enabled or disabled? - Disabled
• What security software are you using? (Firewall, antivirus, antimalware, antispyware, and so forth) - Windows Defender only
• Are you using proxy, vpn, ipfilters or similar software? - No
• Are you using Disk Image tools? (like daemon tools, alcohol 52% or 120%, virtual CloneDrive, roxio software) - No
• Are you currently under/overclocking? Are there overclocking software installed on your system? - No (everything is set to stock settings)

Is this the same system? Very high latency, horrible stuttering in games.

Is this the same system? Very high latency, horrible stuttering in games.

Some components are different, like the processor and the motherboard. Rest of the components are from this old system like the ram, power supply and graphic card.

The results which I have uploaded are from my current Intel setup.
