High kernel timer latency in Windows 10

Hello, I have problems with csgo, it doesn't work smooth and I think I finally found the reason why (after A LOT of time). So my kernel timer latency is way too high BUT when I play anything on youtube it comes down to about 1000µs. If I pause video on youtube after 10 seconds it comes back to value about 15.000µs or 22.000µs or something similiar. So I played few csgo matches and it looks like it works good while youtube video in lowest possible quality is playing in the background, however I would like to fix this problem permanently, can you guys please help me? Thank you in advance guys, I have problems with csgo for years, it's very hard to find the reason why sometimes game works so smooth and sometimes like I play on 50hz monitor. I also had this problem with csgo with i3-2100, with i5 6500, with gtx 460, gtx 770, 1060 and now 1660s. So I ll assume it's not about hardware, I also changed location (800km), problem presists. Today at about 4pm game working extremly smooth I was laughing while I was playing, it didn't work smooth like that in a while, but now I just played game and problem came back, like everything is 0.5 sec slower. Hard to explain. Thank you again.
 
There's a driver for your monitor, but I can't find if it's present in your system: Software

In cs:go console type mat_info and press enter.
Post here the result.

The trace is empty, please re-try (when the problem is present).

I just played and game is working extremly bad.
 
Put this in the field when you right-click on your game in Steam -> Properties -> Set launch options:
-w 1920 -h 1080 -refresh 120

If that won't work:
-w 1024 -h 768 -refresh 120
 
But that changes my resolution completly, I would like to play on my resolution.. 1280x1024, also I want to have 144hz refresh rate... As I said, sometimes game works flawlessly but most of the time it works bad, sometimes extremly bad and most of the times just not playable on high level.


there are a lot of threads like this, I believe that 5% csgo players suffer from this problem...

I'm not sure this is true, but that's why I proposed you to try 1920x1080@120Hz.
 
Hmm something is wrong with that list or the way we understand it, a lot of players used and are still using this monitor and they all play on 144hz @ any resolution they prefer, 1280x960, 1024x768 and 1280x1024 are the most common. This problem is too complex, as author of thread I posted said, it may be unfixable... I just don't understand why sometimes works super, sometimes not. @this has nothing with placebo, 100%.
 
1) Find your pci string in "Device manager, Sound, Video and game controllers", "High Definition Audio Device", properties, details tab, Property: Parent, Value: Your-PCIString

2) Open regedit and "navigate" here: Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\PCI\Your-PCIString\Device Parameters\Interrupt Management\MessageSignaledInterruptProperties

Obviously, you have to substitute the letters "Your-PCIString", in the above path, with the pci string you found at point one.

3) Change the MSISupported value, from 0 to 1. If it doesn't exist, create a new dword (32-bit value), name it MSISupported, give it 1 as value.

Still same... I'm not even sure that this is what causes problem with csgo but it's one of the few things I didn't try... Worth a shot I guess.
 
Open (advanced) system properties, advanced tab, performance square, settings, (this open performance options), advanced tab, check if the radio button "adjust for best performance of:" is set to programs.

Set your power plan to "high performance" (currently it's balanced).
 
"adjust for best performance" is already set, I changed power plan from balanced to "high performance".
I should tell you that (it is not a rule but it is most common) in the evening things became smoother, I don't even need to enter csgo game, when I move my mouse on desktop I can see that everything is smooth. It's hard to notice (on desktop) but when you have this problem for years it's not really that hard, I notice almost every time and I know that csgo will work perfect. I had these problems back in the day when I played Warcraft 3: The Frozen Throne, real life friend who was very high level literally told me "I don't know what's happening with you, one day you play almost perfect and next day like total beginner" and that applies to csgo too.
 
No. I said this but I ll repeat, it may be relevant, I don't know. When I play youtube video while checking latency, it is always around 1000, when I turn off youtube video, after ~10 seconds it comes back to ~15.000-25000 :(, + blue screen started while playing csgo, not always but it's not rare. I will reinstall windows soon, do you have any link to suggest me? I always download from piratebay torrent, preloaded. Thank you
