It seems to be network but also seems to occur without Avast! and the WiFi card installed. Specs: GIGABYTE Z68AP-D3 R2.0 Intel Core i5 2400 @ 3.6GHz 4 X 2GB 1333MHz DDR3 NVIDIA GTX 560 Ti Intel 4965 AGN WiFi Lite-On DVD Drive 256GB OCZ Vector SSD 1TB HDD + 1.5 TB with a 1TB Software Mirrored Volume and a 500GB Partition on the 1.5TB Drive

I ended up using Comodo Internet Security free edition as the firewall in that doesn't seem to affect my DPC latency on the 4 devices I have tested it on (X99 Gaming 5 based PC, the PC in this thread, a ThinkPad T420 and a H61 Asus i5 machine). Kaspersky doesn't seem too bad but I have little experience beyond a 30 day trial.
