this is what i posted to nvidia support maybe you guys can help me solve this high dpc latency
I will give more information then you required me in this email with my video card picture from the box it's
gigabyte GTX 1070 FOUNDERS EDTION NON OC (i did not oc this card) founders are non oc card
my pc is not oc at all ..i don't have any power saving features activated they are all disabled
i have a very good knowledge of windows and other staff
so this is how it happen
my machine was working perfect with 388.71 until microsoft did the last update cumulative more details here :

from here this is what i think it was wrong
"Addresses a compatibility issue where colors are distorted on some displays and televisions that have 10-bit or higher color depth."
my pc i working 24/7 very stable but when this update was made succesful after 3 days of pc usage not games or anything like that because i did not use my pc for gaming this stuttering appered in bowsers
you have to test like this to reproduce the problem :
HAVE A PC WITH GTX 10 SERIES FROM GTX 1060 HIGHER
LAST WINDOWS 10 PRO 64BIT WITH LATEST CUMULATIVE PATCH LATEST BUILD 16299.214
AND INSTALL LAST VERSION OF FIREFOX AND OPEN LOTS OF TABS MORE THEN 9

AFTER THIS 3 DAYS OF USAGE OPEN FIREFOX WITH THIS TABS BROWSE AND THEN PUT A MUSIC ON A DIFERENT BROWSER PLAYER IN THE SAME WINDOWS PC MUST BE FROM INTERNET AFTER THIS LET THE MUSIC PLAY AND CLOSE FIREFOX AND YOU WILL SEE THAT ntoskrnl will use much cpu when shuting down firefox and you will get sttutering
