help . 0x8007001F - 0x2000D error when installing windows 10

I want to re install windows 10 to my laptop but every time I run the set-up, it always fails and gives me this error. Please help, I've tried a lot of things like update trouble shoot, un installing antivirus, sfcscan, restore image, chkdsk, and nothing has worked, it stills gives the error that windows 10 could not be installed.
