Having problems repairing windows system files

Hi i was having some explorer crashes and other problems so i ran SFC /scannow and got the error:

Windows Resource Protection found corrupt files but was unable to fix some

when i ran
DISM /Online /Cleanup-Image /RestoreHealth

i got the error:
Error: 0x800f0906 The source files could not be downloaded.

Ive also noticed i cant get onto the page for Microsoft safty scanner. the page just keeps resetting

Those two files are safe to ignore: Update for customer experience and diagnostic telemetry

You might want to post in the Security Arena section of the forum, that's suspicious.
