So it looks like some files had security / access issues that had been changed and you were able to change them back. Here are the results.

Restart the computer.
Open a elevated commandprompt and run the command SFC /SCANNOW again.
If it fails, attach the zipped cbs.log to your next reply.

I made a donation I hope that it helps. Probably the main reason that I uploaded the information was because Windows search will not run. I assumed that it was something to do with system file checker not replacing the search files that for search that were probably corrupted. I realize that this is probably outside of your area of expertise. Prior to uploading the SFC log I went to services and attempted to restart windows search and it would not restart. As I said my research let me to believe it was a corrupt system file. I guess now I am leaning towards a deleted registry entry or changed registry entry that is keeping search from running. If you look at my SFC log does it look like file replacement is going ok? If you think that it is going ok is there a website that I can use to look at registry issues. I wont edit the registry myself but I would imagine that this issue is fairly common. Thanks. Mark Anderson.

Your are already at the right website.
The attached file CBS.log is very small. Please zip all files in the folder C:\Windows\Logs\CBS
Upload the zipped file via a service such as Filedropper or One Drive or WeTransfer and just provide the download link.

Seems like FRST didn't load the fixlist.txt correctly.
Perform the instructions in message #11 again.
