Hopefully, as new to Sysnative someone will be able to solve my situation.

Every one our organizational computers has been upgraded from Windows 7 to Windows 10 without a hitch; except the owner's system. That system has all of the Important update from Microsoft, has had all of the device drivers re-installed or updated, have disabled audio devices and have run the DISM and SFC. I have logged out of the domain and tried to install and from within the domain without success, hence I have joined the forum to seek a solution to this problem.

The problem being that I tried via the Media Creation Tool with Updates, again without updates (in both internet connection and without connection). The upgrade goes through the whole process, starts Windows 10 (with the Windows 10 looping dots) and starts the Working on Updates screen that proceeds to 15% then drops out, restarts, undoes the changes to the system, restarts in Windows 7 and and delivers the error message "0x8007001F - 0x20006 The installation was not successful. Error in Phase SAFE_OS during REPLICATE_OC."

No joy in CT
 
The hardware far exceeds Microsoft's Minimum Requirements. Browsing further within these threads, I found one thread that had an issue that appears to be a carbon copy of my problem but contained the warning that script developed for solution was for a specific instance. FYI the thread is:
