gpedit administrative temples missing and improve computer processor speed

gpedit.msc administrative templates are missing, i even tried to re- register it and still it cannot be founded, also i noticed when i ran A windows experience index my processor's calculation speed per second has decreased,can one of you professional's help me solve these computer issues? Thanks for your time and attention.

If you are using the same machine that BrianDrab fixed with you, and if I checked well that thread, its windows version is Microsoft Windows 7 Starter Service Pack 1 (X86).
GPEdit.msc isn't included in that windows version.
 
That's true but about a month ago i download the gpedit.msc onto my machine and used it to adjust qos bandwidth for more internet speed and it worked since then i cannot find the administrative template folder.

GPEdit only supports Windows 7 Pro/Enterprise. Installing it on Starter/Home Premium is not supported and I doubt anyone here will be willing to help.

Anyway - "tadjust qos bandwidth for more internet speed". Err... that's not really how that works. The default QoS settings in Windows shouldn't need touching. If you're thinking of these instructions: Increase bandwidth by disabling QoS in Windows 7 | Lazy Geek -:), that won't make much difference if any - it would probably make things worse. Windows is designed by people who know what they're doing, and Group Policy is a pretty fickle thing anyway!
 
This response is an insult too me. I am well aware that windows is designed by people who know what they're doing.That do not stop a person from trying to find different ways to tweak their computer for optimum service. If there was not a way to add gpedit.msc to their computer then i wouldn't have attempted to install the software. Everyone is ignorant to something, computers is not my field so I ask questions and try new things to learn, but too be talked down too is unacceptable.
 
I do not mean to insult you and I am sorry if I have caused any offence. But I'm afraid I cannot help you with this since this is a scenario that is not supported.

That said - almost every GPO is a registry entry so you may be able to find the corresponding registry key(s) and make the changes without using gpedit.
