failed upgrade from windows 10 ltsc 1809 to 21h2 / error 0xc1900101 - 0x20017

hello everyone. first of all sorry if i post in the wrong place,it's my first post here. i spent 1 night trying to upgrade in place (via windows explorer mount) from w10 ltsc 1809 to a newer version w10 IoT ltsc 21H2. all steps were completed and when system rebooted after 100% update message, the sys is back to 1809 with message " 0xc1900101 - 0x20017 the installation failed in the safe_os phase with an error during boot operation"
i read that it reffers to a driver error but i dont know how to find exactly what driver should i uninstall. so far i have tried to disable all .net framework services(from optional services), uninstall AV , disable firewall , disable all 3rd party services, disable fastboot,disable secureboot,disable intel virtualization from bios settings, enable tpm 2.0 from bios, unplugged USB devices but mouse and keyboard, updated all drivers that could be updated , clean up the C drive for more space(aprox 100gb free)
i would preffer to keep personal filles and apps that's why i don't try a clean os install.
