[SOLVED] Failed to install KB3061904 and KB3049563 (Take 2)

Good evening. I have the same issue as another thread in that KB3061904 and KB3049563 will not install. Windows 8.1, 32 bit.

DISM tells me i have a CSI Payload Corrupt x86_microsoft-windows-ie-ratings_31bf385ad364e35_11.0.9600.17278_none_6f427b45874b8be1\icrav03.rat.

When i try to /RestoreHealth, it tell's me it can't find a source for the file and i need to specify one.

SFC runs clean.

There are other updates i can't install, but these two started the problem.

Any help would be appreciated.

After a month of trying just about everything i could find on this kind of problem, I resorted to a non-destructive re-installation of Windows 8.1, saving all my files and apps, and the system now installs all updates and is working fine.
