failed to check for updates

Hello.

i booted Downloads - Win10586PESE-x64 - ToolsLib and im trying to use sfcfix.exe but it says checking foir updates. failed to check for updates. i verify on my own win7 machine it works fine but on win10(live cd) it doesnt work. what can this be? anything i can check?
 
What are you trying to accomplish?

Does the machine boot the normal Windows installation (non live / PE )?
