Failed Server Upgrade (WS2012R2 to WS2016)

Hi,

When trying to upgrade Windows Server 2012R2 Datacenter to Windows Server 2016 Datacenter, it stuck at 31%.

"This always occurs at "Working on updates 31%."

When the server rolls back, it shows the following error:"0xC1900101 - 0x30018: The installation failed in the FIRST_BOOT phase with an error during SYSPREP operation"

on the server, I have webserver IIS roles and some features.....Windows Defender has been disabled and the Windows Firewall is off for all profiles and the Antivirus is removed......
this is a VM and I tried to upgrade it by uninstalling IIS role....still the same. I tried this with different ISO file and even Windows server 2019, still the same issue.

I attached the log files for your review.....
Any suggestions as to what may be causing this?

Could you please open an elevated command prompt and then enter the following command:

DISM /Online /Cleanup-Image /RestoreHealth

Please attach the CBS log if it fails. There certainly appears to be some kind of corruption present.
