Extremely High Latency

Hi guys, I have been having this problem for the past 2 weeks or so. I have tried numerous re-formats, going back to Windows 8.1, disabling/enabling lots of devices, all to no avail. Basically I can't even use the computer anymore. Audio is a nightmare. I am suspecting a faulty motherboard or HDD (I don't have SSD). Check my Latency Monitor reports here:
