I have a HP DV9830us Laptop running Windows 8.1 which for no obvious reason whenever I attempt to start it, explorer keeps restarting in about a 3 second loop, which does not allow you to run any commands. I have run sfc \scannow; sfcfix; dism.exe /online /cleanup-image /restorehealth from safe mode without any success. I have attached logs from these attempts.
Upon attempting to run System Restore, I discovered it is not there; nor the System Protection tab in the Advanced Settings of the System window.
Was hoping not to have to refresh windows and lose all my installed programs.
Anyone have any other ideas of what I need to try next?
