Here is the message from scf:

Cannot repair member file [l:36{18}]"Amd64\CNBJ2530.DPB" of prncacla.inf, Version = 6.3.9600.17415, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type = [l:24{12}]"driverUpdate"

How do I manually repair this?

I got ahead of myself. Now I have found and followed posting instructions. I have run csfix and am attaching the log file. Although it says it's is successful, the problem persists.

Here is a description of my problem - when I start my computer (Surface Pro 3, WIndows 8.1) it immediately starts throwing an error:

and throws it again whenever I close the window. I can just move it aside and continue, but it asserts itself again periodically.
CBS.zip will not upload, so I will use the large file uploader.

I've run the large file uploader twice, and the txt file says it completed successfully (see attached), but I don't see it added to this thread. Any suggestions?

This problem may be caused by a third party application or extension. Have you tried a clean boot?

How to perform a clean boot for troubleshooting
 
I performed a clean boot, following the instructions. I restarted my computer, but still am getting the c++ runtime error.
Anything else to try?

Check the box for List last 10 Event Viewer Errors, then click GO.

Copy (Ctrl+C) and Paste (Ctrl+V) the contents of the resulting window into your next post for me to analyse.

Download the Nirsoft Shell Extension Manager / Viewer here: ShellExView - Shell Extension Manager For Windows
Once you have run shexview.exe it should list installed shell extensions.

Click the heading of the Company column to sort the list by company.
Scroll through the entire list. When you encounter an extension that is by a company other than Microsoft or is highlighted pink, right click on it and choose 'disable selected items'.

When all pink highlighted items have been disabled, restart your computer.
 
I disabled all the pink, non-Microsoft items, restarted the computer, and the same error popped up again.

Please download Sysinternals Autoruns here: https://download.sysinternals.com/files/Autoruns.zip
Extract the zip somewhere convenient and run Autoruns.exe

Click File->Save
Browse to your Desktop, name the file sphelpsautorun, then click Save.
Close Autoruns.

Right click on the sphelpsautorun file on your Desktop then choose Send To -> Compressed (zipped) Folder.
Include the sphelpsautorun.zip file with your reply.
 
Google Drive extensions and all other non-microsoft shell extensions are still disabled from when I ran Nirsoft before. I'm still getting the error.
