Event Viewer Error Assistance

Hello,

Can someone please explain this event. The Windows load fails before a user can log on. I would like to correct the problem. Is a file missing?

Activation context generation failed for "C:\Windows\system32\LogonUI.exe". Dependent Assembly Microsoft.Windows.Common-Controls,language="*",processorArchitecture="*",publicKeyToken="6595b64144ccf1df",type="win32",version="6.0.0.0" could not be found. Please use sxstrace.exe for detailed diagnosis.

Do you have any access to the machine at all?

I can use a bootable Vista and then the command prompt. Offline SFC did not assist.

What were the results of the SFC?

Repair successful, no log since it was offline (recovery environment).
