[SOLVED] Error Updating Windows Server 2012 R2

Hello,

I'm trying to update server 2012 R2 and I keep getting errors. The main package i wanted to install is KB3191564 for Framework 5.1.
here is the error I get:
Installation Failure: Windows failed to install the following update with error 0x8007371B: Update for Windows (KB3191564).

I tried sfc /scannow , DISM, and SFCfix and they're all failing. Please see the attachments.
