Error loading type library/DLL while copying files from phone to Pc through Usb

I am runnning Windows 7 32 bit. Whenever I try to copy files from any phone to the PC through usb, it shows the error 'Error loading type library/DLL', although there is no problem in copying files from PC to smartphone.

Does this happen on all computers or just one specific computer?
One of my tablets is running Kitkat and I have a 32 bit Windows Home Premium computer. I attach my tablet to the computer and can move pictures from the tablet to the computer. I have never tried moving anything other than pictures. What are you trying to move?

which runs android, either Jellybean or KitKat.

Unfortunately when I search the error you are seeing "Error loading type library/DLL", I don't see anything dealing with android. I see that error related to specific Windows programs. At this point I haven't a clue as to what Windows program is shooting up that error because no information is given to you in the error box.

A workaround would be to email the file you want to move to the computer from the phone. Then select the email on your computer and download the file.

Another workaround: put a blank microsd card in the slot, move or copy the files you want onto the card. Remove the card from the phone and put it in a card reader on the computer and move it from the card to the computer.

A third workaround: move or copy the files you want to a googledrive account from your phone. Open the googledrive on the computer and download the files.

A few hardware things you might try. Use a different cable to connect the phone to the computer. Try all the different USB ports on the computer. Do not connect the phone through a USB hub but connect it directly to the USB port.

It happens only in one computer.

I have checked with different phone like Samsung J7 & Moto G5 Plus, same problem with them too.

Tried using different cables, same problem.

Tried copying in safe mode, the files copied easily.

I have huge video files, so its a bit difficult using G drive to copy all files. I think its a Dll issue but the error doesn't mention the dll file.
Is there a way to detect the rogue dll to pin point the issue. I have tries using sfc /scannow, but it was futile- gave no errors.
Btw files from usb drive copied easily.

Probably but I don't know how to do it.
Since it works correctly in safe mode when the drivers aren't loaded, I'd guess that it is a dll with a loaded driver when Windows loads completely.
So the place to look would probably be the drivers.
 
As far as I am aware, there is no "program" to install on an android phone/tablet. You simply attach the device to a Windows computer, open file Explorer and look through the files to decide what you want to move. I own 3 devices and I have not installed an app to move files.
