1) Summary of my actions so far:
I couldn't install KB3146963 and got error code 80073712.
Web searches suggested the Microsoft "solution" (sfc followed by SURT), so I ran sfc /scannow and got 3 errors which I then web searched, and as a result I ran the Tweaking.com "pre-scan". The pre-scan revealed the issues as follows:

3 Combined Problems were found with the packages files, these files need to be replaced (These mainly only effect installing Windows Updates.)
│ The SFC (System File Checker) doesn't scan and replace some of these files, so you may need to replace them manually.
I then posted in the relevant Tweaking.com forum (These Files Are Possibly Corrupt (Bad Digital Signature): (Total: 3)) Julian replied and I implemented his cat files and these "solved" the pre-scan issues. But I still couldn't install KB3146963.
Subsequently I've run SURT three or four times and run the full set of Tweaking.com Repairs a couple of times. But still, I can't install KB3146963.
I've just run SFCFix.exe and this has reported "CBS & SFC total detected corruption count: 2", but it couldn't automatically fix these faults.
