[SOLVED] Error 800F0831 when installing KB4512488 - Server 2012 R2

Server was built a month and a half ago as a redundant file server.
Server 2012 R2 Hyper-V virtual machine running on a Server 2012 R2 device.

Ran multiple updates successfully.

KB4512488 (2019-08 Security Monthly Quality Rollup for Windows Server 2012 R2 for x64-based Systems) would not install.

After checking multiple locations, I reset the WU components and rebooted.
Still would not update.

I hid KB4512488 and searched for and found KB4507448, which is the 2019-07 Security update. It would not install, so I hid it and found the 2019-06 version.
Same story.

I hid that one and searched again. No updates were found.

I noticed in the CBS log that it was looking for KB4499151, which is the May security update.
That would not install, either. "That update is already installed on computer."

I have tried all these updates multiple times with the same error.



Ran sfc /scannow:

Hi!

Please do the following:

Install Update with DISM
  1. Download this update and save to your desktop. The file name will be Windows8.1-KB4499182-x64.cab.zip.
  2. Right-click on this file and select Extract All... Click the Extract button. You can close the folder window that opens
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt.
  5. Copy and paste the following command into the command prompt window and press enter.

    dism /online /add-package /packagepath:%userprofile%\desktop\Windows8.1-KB4499182-x64.cab
  6. You should receive the message:
    The operation completed successfully.
    Restart Windows to complete this operation. <---You may not get this line.
    Do you want to restart the computer now (Y/N)? <---You may not get this line.
Go ahead and do so if prompted. Let me know what errors if any come up. If you do get errors, please zip/attach your CBS.log

Note: If you get an error about there being no packages that require processing, use the following command instead:

dism /online /add-package /packagepath:%userprofile%\desktop\Windows8.1-KB4499182-x64.cab\Windows8.1-KB4499182-x64.cab
