Error 80073712 when trying to install WMF on server 2012R2

Microsoft Defender requires PowerShell 5.1 on Windows Server 2012R2, so i tried to install the following: Win8.1AndW2K12R2-KB3191564-x64.msu which is WMF 5.1.
Unfortunately on every attempt i get the following error: 80073712.
Is this about the windows update store that is corrupted?
Any help would be highly appreciated.
