Hello, I'm trying to help a buddy of mine to fix his Windows Update problem. It's not updating, giving an error

Windows 8.1 Swedish, OEM license. I have run "chkdsk c: /F /V" (results ok), and SMART info indicates the HDD is healthy. I have also run av scans from different tools (Kaspersky, AdwCleaner, MalwareBytes..), and they come back OK.
Searching this error code i find the same two answers, either time is wrong, or missing "GTE CyberTrust Global Root" root certificate.
I have checked the time:
And checked that the GTE certificate exists in Trusted Root Authorities.
However, I cannot connect to
https://www.microsoft.com/ or ANY https webpage with IE 11, while Chrome works fine. No proxy configured.
Before running SFCfix I tried the DISM /RestoreHealth command according to the link below, as well as the DISM /RestoreHealth /Source:wim command, using Windows 8.1 on a USB drive as source.

Running SFCfix shows some corrupted files.
It seems to me that these corrupted files may have something to do with SSL not working (ncryptsslp.dll, dnsrslvr.dll), but I have no idea of to how to fix them manually.
I also ran Microsofts WindowsUpdateDiagnostic.diagcab, which found some errors that it said it fixed, then rebooted and ran it again, and it said it found and fixed the same problems again.
I hope you can help me, I'd really like to avoid having to reinstall Windows.
