Error 800703F1 Windows Update

Windows Update won't run, keeps coming up with this error, believe something occurred during a windows update a while back.

Tried your SFCfix returned this:

Sorry also forgot to say that SFCfix popped out a error 1009 registry database is corrupt

Retrieving the COMPONENTS Hive
Follow the instructions below to retrieve your COMPONENTS Hive and send me it.
  • Open your Windows Explorer, and navigate to the C:\Windows\System32\Config folder;
  • In this folder, find the COMPONENTS file (there's no extension), and copy it to your Desktop;
    Note: If you receive an error message saying that the COMPONENTS file is in use, restart your computer and try again. If the error message persist, let me know.
  • Right-click on it, and select Send to... and choose Compressed (zipped) folder;
  • Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
 
Sadly your COMPONENTS Hive has been corrupted beyond repair. It cannot even be loaded. The only option you have right now is to do a repair install of your Windows 8 system.
 
The reason I wanted to do this was for a windows 10 upgrade, I tried to upgrade with a windows 10 media disk but I kept getting an error I'm not sure if this is your expertise or anything but would that error have something to do with this? (if it's any help this is the error code I was getting 0x80070004 - 0x2000D)

It could be, yes. There's only one thing we can try in that situation, because without a COMPONENTS Hive, you cannot do anything.

Windows Repair All-In-One
NOTE: Before following to step below, please disable your Antivirus software or any other real-time security software that you have enabled.
  • Boot in Safe Mode with Networking;
  • Download the portable version of Windows Repair All-In-One;
  • Move the file (archive) on your Desktop, and extract it there;
  • Go in the tweaking.com_windows_repair_aio folder, then Tweaking.com - Windows Repair folder, right-click on Repair_Windows.exe and select Run as Administrator;
  • From there, click on the Next button until you are presented with an Open Repairs button and click on it;
  • Let the Registry back up complete, and move on to the check-list window;
  • Click on the Unselect All button at the bottom, then check the following items:
    • Repair Windows Update;
    • Delete Temporary Files;
  • Once done, click on the Start Repairs button and let the scan execute;
  • If you are being prompted with a Security Warning, allow it to go through;
  • Once the repair is complete, it'll ask you to restart your computer, please do it;
