Hello everyone,
I have tried to solve this issue for months now with no success. I posted on reddit, contacted Ubisoft (didn't receive an answer back), read hundreds of topics, tried many drivers, configurations, options, reinstalled Windows and tested with nothing installed(only the game and OC utility), nothing worked.
The problem:
Whenever I am playing The Division and I have any browser playing audio 90% of the time, the audio will keep crackling, skipping or popping. This does not happen on other games (like Battlefield 1, GTA V, Counter Strike, or Rainbow Six Siege). Also I cant notice extreme input lag, for example: if I press W to move forward, the character will only actually move a couple of seconds later.
My fix:
The only way I could solve this issue was to set the priority of the process to "Below Normal" instead the default "Normal." But this "fix" reduces the game performance, however it's bearable.

i5-6600k at 4.0GHz
Asus Z170 Pro Gaming
Asus Strix 1070 (OC)
