DPC Latency issues on Windows 7 Ultimate

Hey guys, this is my first post, and it's about DPC Latency issues on Windows 7 Ultimate. I encountered this weird sound crackling while listening to Spotify and left click dragging on the screen (I do that when I'm bored) and horrible (HORRIBLE) Twitch lag (inconsistent FPS and sound crackling, again), could not watch Twitch anymore.
So hey, I decided to look up these problems and I stumbled upon LatencyMon, which confirmed my DPC Latency Issues. I had usbport.sys and ataport.sys (or something) displayed there for a while and I just couldn't find a fix to this annoying little bug thingy (I say little because in League on Legends it doesn't manifest these symptoms of sound lag and w/e). So I decided to reinstall my Windows. All good when I was first loaded into desktop (no drivers yet, it was clean as a baby's butt) and I had LatencyMon on my USB so I could monitor the DPC Latency when the Windows was clean (basically that was my first program on Windows). As I ran it, no problems, as expected. Good. So I proceeded to install the network driver from the manufacturer CD (motherboard ASRock 960GM-VGS3 FX and it came with a bunch of drivers on its CD, along with the LAN driver) which is Qualcomm Atheros AR8151 PCI-E Gigabit Ethernet Controller (NDIS 6.20) and then tested my latency again. A slight increase but nothing too alarming. I went on installing the video card drivers (I have a *I think defective* R7 260x - excuse me for not knowing the version of the driver now, I just installed it from the CD - like the LAN driver) and I did my usual left click drag on the screen. Guess what? Boom, all the bars from LatencyMon turned red and there was actually a little delay to where the selected area on the desktop is and where my cursor actually is (note: when I didn't have the video drivers, it was set on 800x600 resolution and dragging on desktop didn't increase latency, and after the driver was installed the resolution switched to the default 1080p and this is where the problem happens).
And, by *defective GPU* I mean random black rectangles appearing on screen (in games, as well as videos, browsers, pretty much everywhere). I think they're artefacts, dunno. But I had this problem since day 1 and I didn't really give it much attention since the black things appeared rarely (but when they did, I had to restart to get rid of them).
So any suggestions as to why is this happening? I don't think it's software related (the old windows - I had the latest video drivers; the new windows - I used the 1 year old CD to install the video driver, so with both drivers I'm still having problems with latency and sound crackling and Twitch lag), but if it's not, how do I detect the faulty hardware?
